Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to support the Witness Protection (Amendment) Bill. I know my colleagues have contributed to various issues but I want to stress that the people to serve in the proposed agency must be men and women of high integrity. The qualifications of these people must also be something of a lot of essence. Mr. Deputy Speaker, Sir, I am standing here to request a Ministerial Statement from the Minister for Education on the criteria used in the current exercise of recruiting teachers. I would like the Minister to clarify the following: Why the recruitment is not being done through the respective District Education Boards (DEBs).

Secondly, Mr. Deputy Speaker, Sir, how many slots are given per constituency. Number three, can the Minister confirm that the deadline for submitting the names to the Ministry Headquarters was Tuesday, 30th March, 2010? Number four, the Minister should consider suspending the exercise, so that the right procedure can be followed in the recruitment of those teachers.

Thank you, Mr. Speaker, Sir. I stand to support the draft Constitution as prepared by the Committee of Experts (CoE) and the work that has been done on it by the Parliamentary Select Committee (PSC), which was put in place by this House. Just in my preamble, I would like to also echo what was contained in the Presidentâs Speech, when he was opening this Session of Parliament. He put first priority to the Constitution. I also want to echo what you said in the same deliberations when you encouraged Members to contribute to the Constitution making process with soberness.

Mr. Speaker, Sir, I also want to pay tribute to those who have toiled for many years up to the stage where we have reached in this Constitution making process. The wish of Kenyans, even as Members of Parliament haggle around, is to have a new Constitution. There are very many reasons, some of which have been tabulated in the Draft Constitution, why Kenyans would like to have a new Constitution. asked the Minister for Forestry and Wildlife:- (a) what plans he has to compensate Mr. Joram Ochenga, who was attacked and seriously injured by a lion at Maragoli Hills on 3rd September, 2002; and, (b) what measures he will take to protect the residents of the area from such attacks in future.
