There are a few things that the Minister needs to do, being what we call a “new broom”. I know the Minister has a lot of experience in the public sector. The answer we normally get is that they have no problem with staffing. I think the Ministry needs more officers. Just imagine a situation where money is allocated to every constituency for all these projects at once. We are talking about five or ten projects to be done at the same time and the contractors come at the same time for payment. A single engineer has no capacity to go back and check what has been done.
