  • 4 Dec 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. I really wanted hon. Kioni to continue but I was just imagining--- We said that there is not much in this document. I think we have made quite a bit of contribution on it and we should call the Mover to reply. view
  • 4 Dec 2012 in National Assembly: I am asking whether you could call upon the Mover to respond. view
  • 4 Dec 2012 in National Assembly: The list will always be there. Even me, I wanted to contribute. view
  • 29 Nov 2012 in National Assembly: Hoja ya Nidhamu, Bw. Naibu Spika.
  • 29 Nov 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Sometime back, I think in the month of August, I had asked for a Ministerial Statement on the airports and airstrips in the country. It was supposed to be delivered by Mr. Kimunya. Just before we went on recess, he said that he was going to deliver it. view
  • 29 Nov 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Did you see Mr. Magerer crossing from the other side and coming where he is seated without obeying the rules of the House? view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the Bill and congratulate hon. Nyammo for bringing this Bill which is very timely. Mr. Temporary Deputy Speaker, Sir, we have had very many schemes introduced by the Government at various stages or times, but they have never been put into some kind of coherent laws, where somebody can follow. So, I support this Bill because I am sure that it will help consolidate some of the rules or regulations that we have put in place earlier on for the Jua Kali, Small and Medium Enterprises (SMEs)--- view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, Dr. Eseli has got a Bill on the Order Paper which he wants us to support. He is trying to cut us short just because of his Bill. However, we will support his Bill because it is also important. Mr. Temporary Deputy Speaker, Sir, we are looking at the creation of employment. We are also talking about the youth in this country being over 70 per cent. It is only through these small enterprises that we will be able to create employment for them. There are examples of other countries that have been quoted, including ... view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to support this Bill and congratulate the Ministry for coming up with this Bill. It is time for reforms and changes to show Kenyans and the public in general that, as the Government and Parliament, we will always take care of their interests. This is going to help to separate what has been lumped together in the agriculture sector. It is only specific to the crop aspect of agriculture. There are several laws concerning tea and coffee, just like it has been said, which this Bill is trying to consolidate. I think ... view
  • 28 Nov 2012 in National Assembly: Madam Temporary Deputy Speaker, I also stand to support this Bill. Institutions start as small units, but at the end of the day, they become very useful. This is what has been happening and the Minister has said it. I think initially with no foresight and not knowing what they were supposed to do. Maybe, it was just an idea of one single person. However, in the process, they have ended up showing that they can be very useful. The only thing is the enclosure in which they existed has persisted. Even the way the Kenya Agricultural Research Institute (KARI) ... view
