I think if the information about those institutions can get to Kenyans, we can arrange trips for our farmers to come and see what goes on there. On a point of information, Mr. Deputy Speaker, Sir. I would like to add on to a point that the Minister has just raised. What the Government was doing under CDF was not noticed. It was allocated 2.5 per cent and it is like the CDF was allocated 97.5 per cent. So, if you could look into ways of restructuring the same thing, I am sure you will have more money going down and having more effect. Mr. Speaker Sir, I beg to ask the Minister for Labour the following Question by Private Notice:- (a) How much money is the National Social Security Fund spending on the on- going advertisements in the print and electronic media? (b) Were these funds budgeted for and what tangible achievements does the Fund expect to realize from these advertisements? (c) Could the Minister confirm that this unnecessary expenditure will reduce the intended benefits for members of the Fund?

Mr. Temporary Deputy Speaker, Sir, I asked this Question because the NSSF has, more often than not, gone out of its core mandate. When I saw this on television and all over the place, I was wondering whether the NSSF has been able to satisfy its core mandate before going into these advertisements which I thought were costing a lot of money. On a point of order, Mr. Temporary Deputy Speaker, Sir. The money the Minister is saying that he has given to Fund Managers to manage is the same money they gave to one of the deposit companies and they ran away with Kshs1.4 billion. So, is the Minister in order? He is actually misleading the House.

Thank you, Mr. Speaker, Sir. I do not think the Constitution intended to punish anybody in this country or to make anybody a loser. So, that is the reason it is very important that the issue of chiefs, assistant chiefs and even the ligurus or the village elders that have been added on to the list should be handled very carefully by the Government. The tug-of-war in the intended county governments and the Executive should not be there.

Mr. Speaker, Sir, I was saying that the new Constitution did not intend to either punish anybody or make anybody lose in this country. Therefore, the issue of the chiefs, assistant chiefs should be addressed so that the anxiety that appears to be there is cleared. Mr. Speaker, Sir, the anxiety is increased by some of the political utterances that we make when we go out there.
