(Dr.) Khalwale asked for a Statement, he requested that the Statement be given by the Chairman of the National Security and Foreign Affairs. It will also be recalled that by that by that time, we did not have a Secretary of State responsible for these matters. Therefore, the Statement is being delivered by me.
