13 Jun 2013 in Senate:
Mr. Speaker, Sir, I think we should get things right. In the first place, when Sen. (Dr.) Khalwale asked for a Statement, he requested that the Statement be given by the Chairman of the National Security and Foreign Affairs. It will also be recalled that by that by that time, we did not have a Secretary of State responsible for these matters. Therefore, the Statement is being delivered by me. Mr. Speaker, Sir, my point of information is that I do not think the county commissioners are illegally in office. It is good to understand the beginning of the story behind their appointment. In the first place, there was no order. There was a just a judgment without a court order. That judgment was misdirected because the Permanent Secretary, Office of the President did not sign the gazette notice which established the county commissioners. It was signed by His Excellency the President. Therefore, it was erroneous. That is why the Permanent Secretary decided to go to court.
