Madam Temporary Speaker, first of all, I would like to say that I support this Motion because it is aimed at making the counties function. In my view, we must take step after step to be able to achieve the objective of making counties operational. While ECDE institutions can be managed by county governments because they require minimum supervision and support unlike primary, secondary schools and colleges, it is incumbent upon the Government not to merely transfer and increase the burden of the counties without proper planning and proper arrangement, so that we do not fall into serious problems in ...

On a point of order, Madam Temporary Speaker. I am raising this point order from the bottom of my heart. I think that it is not in order for us to discuss about the late former President Jomo Kenyatta and also the land ownership of the current President, because it is not only him who owns land. There are many other leaders who own land. So, he should desist from dragging the names of these leaders.

I am now ready to give this Statement. But, apparently, my brother, Sen. (Dr.) Khalwale, has requested that he be given more time to be able to interrogate the Statement which I am going to give. Thank you, Mr. Speaker, Sir. Mr. Speaker, Sir, question number one was whether the visit to African countries was a State visit or a private function. The visit by His Excellency the Deputy President to the four African countries was a State function. In accordance with Article 147(1) and (2) of the Constitution, His Excellency the President instructed him to undertake travel from the 16th to the 19th of May, 2013, to meet the Heads of States of the four African nations, namely; Congo Brazzaville, Gabon, Nigeria, Ghana and Algeria.
