Speaker, for giving me this opportunity to proceed from where I stopped yesterday on this Report by the Departmental Committee on Transport and Infrastructure. Hon. Temporary Speaker, the only body that has the mandate to make, change or amend the Constitution, the law and statutes is this House. Therefore, any attempt by the Executive especially the Cabinet Secretary through the Director-General of KRB to even attempt to do a circular to the effect that they were setting ceilings as to how much should be spent on our roads is in itself ultra vires, they were acting beyond ... view

  • 28 Sep 2023 in National Assembly: Article 94(5) of the Constitution stipulates clearly as to who is supposed to legislate. Article 95 in terms of sharing revenue is well stipulated that it is only this House that can do that. Therefore, the issue of the KeRRA roads,as all Members may attest to this, forms the bulk of our roads and are such very important especially from Kinangop Constituency that I represent, which is the food basket for this great city.
