1 Aug 2023 in National Assembly:
Hon. Temporary Speaker, Hon. Wanjala is completely out of order in the sense that whatever he is talking about is a Motion that was passed by this House. He is insinuating that this House acted in vain. We know that Parliament does not act in vain. Therefore, I plead with you to declare Hon. Wanjala completely out of order.

Thank you, Hon. Temporary Speaker. Indeed, after a long wait, I finally have an opportunity to add my voice to this important Motion on consideration of the draft charter for the Open University of Kenya. From the outset, education is a right of every Kenyan. It is enshrined in Article 43(f) of the Constitution of Kenya that we promulgated in 2010. Article 53(1)(b) of the Constitution states clearly that every child has a right to free and compulsory basic education. I want to thank the efforts of the Ministry of Education, especially the Department of Higher Education in proposing to ...

Hon. Temporary Speaker, you know this is a House of traditions and there is a way in which things are done. Maybe because you have no eyes and cannot see, you will notice that the door is closed yet we are not voting. Ordinarily, the door is only supposed to be closed when we are voting. I do not know why the door is closed. I seek your indulgence. The Whips should do their job and stop the closure of doors. It is out of order, Hon. Temporary Speaker.

Thank you, Hon. Temporary Speaker, for this opportunity to contribute to this maiden Report of the Committee. From the outset, I must convey my gratitude to the previous House which, in its wisdom, decided to create this Committee to look into issues of debt and privatisation. I support this Report. This is a well thought out Report. If the people who are supposed to implement this see the wisdom in it, we might address issues that would cure problems in the Consolidated Fund Services expenditure to the tune that is manageable. The CFS expenditures are just well stipulated. It is ...

The Committee has also recommended that as the Departmental Committee on Finance and National Planning brings the Finance Bill to this House for every year’s expenditure and the Appropriation Act is passed, we also submit a Public Debt Financing Bill capping the amount of money that can be borrowed within one financial year. This issue of leaving an open end borrowing where the National Treasury can borrow at will, is something that we must scrutinise. As a Committee and a House, we must adopt a situation where we submit a Public Debt Financing Act for every financial year. Hon. Temporary ...

Thank you, Hon. Speaker. Sorry for that temporary interruption by Hon. (Ms.) Jennifer Shamala. I take this opportunity first to thank you for the opportunity to address and give my exit speech or rather my speech towards the end of this Session. At the outset, I want to thank God for giving me an opportunity to serve the people of Kinangop. To the great people of Kinangop, I will forever be grateful for the chance to serve that great constituency that happens to be the biggest in Nyandarua County in terms of population and vastness. In addition, we have done ...

Thank you, Hon. Speaker. I take this opportunity to second and congratulate the youngest Member of Parliament who brought this very important Bill. It is going to ensure that young people are given time to seek jobs after graduation and once they settle, they can repay their HELB loans.
