Maybe because you have no eyes and cannot see, you will notice that the door is closed yet we are not voting. Ordinarily, the door is only supposed to be closed when we are voting. • 22 Feb 2023 in National Assembly: The Committee has also recommended that as the Departmental Committee on Finance and National Planning brings the Finance Bill to this House for every year’s expenditure and the Appropriation Act is passed, we also submit a Public Debt Financing Bill capping the amount of money that can be borrowed within one financial year. This issue of leaving an open end borrowing where the National Treasury can borrow at will, is something that we must scrutinise.
