• 23 Nov 2021 in National Assembly: I will come up with some amendments, so that we can align the Bill and make it stricter for the national Government to enter into county governments on conditional grants which they are to give. I am talking about money coming from the Government of Kenya because development partners are very specific. But the question that begs for an answer is: What if the Government or The electronic version of the Official Hansard Report is for information purposesonly. Do we have a mechanism where the county assembly or county governments can reallocate the money that is meant for the same programmes? Indeed, it should be known by the National Treasury that they should not just go for easy targets when they want to raise revenue. I also want to support the first and second Petitions, especially on zero-rating of irrigation implements to make sure that farmers, especially small-scale farmers, are able to do irrigation. Only 10 per cent of the Republic depends on rainfall that is reliable for food production depending on the rainfall because the patterns are predictable. Something needs to be done about 48 per cent of the arable land in this Republic. In fact, the Petitioner got it right. Just like we contribute to the National Irrigation Bill and the fact that there is a lot of water, it is incumbent upon the Government to make sure that the 48 per cent of the land that is arable is dammed and the private sector comes in and makes it easier to invest.
