  • 25 Apr 2019 in National Assembly: What the President and former Prime Minister are trying to do is to pacify the political temperatures and have a conducive working environment. But, when we get the undertones that this BBI is meant to achieve some political rent, then we lose the very purpose for which it was formed. I noted that there is some money that is going to be paid from the exchequer to support the same. We must not play politics with such a beautiful initiative that is meant to bring this country together. view
  • 25 Apr 2019 in National Assembly: I would wish to see a situation whereby everybody who was elected in this House is able to do what they were elected to do. Those who are in the minority should check on the Government because we need Opposition to play the role of checks and balances as to the excesses of the Executive. If we see the people who are supposed to check the Government are same people who are going to bed with the Government then we are losing it. I would wish to see a situation whereby every Member of this House… view
  • 25 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I do not want to take offence from what has been said by my colleague, Hon. Wanga, but I just want to state a fact. There are people in the party that formed the Government and there are others in the party that lost the elections and they are the ones supposed to give checks and balances to the party that formed the Government. view
  • 25 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand guided, but of course, my minutes have been taken. I would want to applaud the address by the President especially on the issue of manufacturing. But, we do not want to just speak about the Big Four Agenda without factoring money into the Budget. In the last Budget there was nothing allocated for manufacturing, food security and the Housing fund which is becoming something else in this country. We need to get to a point where we should move a Bill in this House to form the Housing Fund Act, so that ... view
  • 5 Mar 2019 in National Assembly: Thank you, Hon. Chairman. I wish to withdraw my amendments because they are similar to what my colleague, Hon. Faith has. I support her amendment. view
  • 5 Mar 2019 in National Assembly: Hon. Chairman, I beg to move: THAT, clause 18 of the Bill be amended in the proposed new section 58A (2)— (a) by deleting paragraph (c) and substituting therefor the following new paragraph— “(c) two persons nominated by the Association of Professional Societies in East Africa; view
  • 5 Mar 2019 in National Assembly: (b) by deleting paragraph (d). We do not want to give preference to specific professions. We can get professionals from other areas like the Association of Professional Societies in East Africa (APSEA) instead of being discriminative in the Bill. Thank you. view
  • 5 Mar 2019 in National Assembly: Hon. Chairman, I stand guided. The Bill proposes that one of the persons to be appointed to sit in the panel of selection should be an Advocate of the High Court of Kenya and a member of the Law Society of Kenya (LSK). Part (d) proposes an accountant who is a member of the Institute of Certified Public Accountants of Kenya (ICPAK). This is discriminative. I am proposing this amendment, so that the appointment can be open to any profession. I have proposed that the same... view
  • 20 Feb 2019 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity to contribute to this Bill. At the outset, I want to support this Bill, notwithstanding the twists that have been introduced by Hon. Osotsi. I passionately wish to see this Bill passed by this House. view
  • 20 Feb 2019 in National Assembly: First, it is a good Bill in the sense that it is introducing some level of sanity in the management of sports in this country. It is also trying to address the sources of funds to fund our sporting activities. That notwithstanding, I also want to introduce some amendments because we do not want ambiguities where we leave the Fund in the hands of the board and a few managers so that they distribute the funds at their discretion. We need to have a structure that will address equity. We cannot have a board sitting and deciding which sporting activities ... view
