  • 20 Feb 2019 in National Assembly: Coming to the kind of sporting activities that we have in the country, we are hell bent on thinking that it is only soccer and athletics that are the most popular sporting activities that happen in this country. We forget that countries like the United States of America bag medals in every competition because they have diversified their sporting activities. That is the route that we should take to encourage all the myriad talents we have in the country. They are many of them. We should make sure we identify them from the grassroots, fund them sufficiently and bring them ... view
  • 20 Feb 2019 in National Assembly: I propose that this Fund should be devolved or equitably distributed through constituencies so that the board is not left with the luxury of deciding how they dispense the money. If it is distributed through the constituencies, we will be able to nurture the talents we see every day in our constituencies. As Members of Parliament, we spend a lot of money from our pockets in trying to nurture the upcoming talented young men and women. We have to get to a level where the Government invests money in sporting activities. It should be seen as an investment so that ... view
  • 20 Feb 2019 in National Assembly: In a nutshell, I wish to state that the Sports Fund should build capacity. That can only be done by making sure we involve the players or stakeholders down there. The Fund must be utilised bottom up and not top bottom. If we leave people to sit in boardrooms to decide and not involve stakeholders down there, then we will be giving them the luxury of opening a door for corruption since we have seen several funds abused in the country. view
  • 20 Feb 2019 in National Assembly: I wish to support the Bill, but promise to propose amendments in the Committee of the whole House stage of this Bill. Thank you. view
  • 18 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity to contribute to this Motion on the appointment of the incoming EACC CEO. I thank the Departmental Committee on Justice and Legal Affairs for a job well done. Having said that, I support the Report, I also want to mention a few things though my colleagues have mentioned them. This country seems to have a high affinity towards appointing ex-military men to positions of investigations and prosecution. That begs some questions. Is it that civilians cannot be trusted with investigative powers in the fight against corruption because The electronic version ... view
  • 18 Dec 2018 in National Assembly: they are the most corrupt? It could be true or not. Having said that, if for sure we are so into appointing ex-military people into these positions, we should go back to the basics and have our young men after they have gone through O-level education, go through some military training so that we bring up people of integrity who will be corrupt-free and make it easy for the arms that are entrusted with the fight against corruption. We are breeding so many young men through a corrupt system and assume that a body like the EACC will root out ... view
  • 4 Dec 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Report by the Departmental Committee on Health. At the outset, I wish to support it. I am a Member of the Committee. Having visited the Kenyatta University Teaching and Referral Hospital, I must say that it is a worthy investment. However, it can also be described as a shame to our country. We have put all that money in such an investment and then towards the tail end, we are not able to finance the same to be operationalised. With an investment of Kshs8.7 billion, ... view
  • 4 Dec 2018 in National Assembly: As much as it is the state-of-the art hospital, it has been lying there for the last two years. It is complete and waiting for some budgetary allocation of Kshs600million which it has not been given. The equipment in that hospital has a warranty. We are getting to the expiry of the warranty before the equipment has been put into use. It is a shame. We are talking of a hospital that cost an equivalent of the same money that we allocated to procure scanners that have turned out to be a scandal. We allocated Kshs8 billion for 37 scanners. ... view
  • 4 Dec 2018 in National Assembly: The hospital has 600 bed capacity. The only thing that we lack is Kshs600million. The next question that we should ask ourselves is the issue of management, so that we do not come up with another Kenyatta National Hospital which is a den of death. Once you take your patient there, you are not sure whether he will ever be treated or come out alive. We must think of the management of Kenyatta University Teaching and Referral Hospital, so that we can have an efficient management that will look into the details of whatever is required. The electronic version of ... view
  • 4 Dec 2018 in National Assembly: Because much has been said by the Mover and Seconder of this Motion, I wish to urge this House to be kind enough to support this Motion without amendments. This will be the game changer within this region. We can also be the next destination of medical tourism from the countries that are within the region. They will be coming to Kenya to seek treatment at Kenyatta University Teaching and Referral Hospital. I can tell you that this is a hospital of its kind. I urge Members of this House to go and familiarise themselves with the kind of facility ... view
