  • 28 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity to speak on this Report. It is our Report because I belong to the PIC. I must say that it took us a lot of time to come up with this Report given the magnitude and the thoroughness that we had to accord all the State corporations in the Report. We observed several things and the one that was cutting across was the issue of land. Most State corporations have chunks of land for which they do not have title deeds. Many of them are in dispute and we recommended that ... view
  • 28 Nov 2018 in National Assembly: have given in this Report, we hope that going forward, any corporation that does not answer all the audit queries raised, should have their budget frozen so that they are incapacitated to do anything until they have cleared the air on all the issues that have been raised. view
  • 28 Nov 2018 in National Assembly: On State corporations on the energy sector, we found out that the Auditor-General has been outsourcing for services of audit. It is interesting that as much as the audit companies gave a clean bill of health to these parastatals, later on, some officers were being charged with corruption yet they had a clean bill of health. So, we have recommended to the Auditor-General to carry out the audits himself as opposed to outsourcing. Other case studies are the Kenya Electricity Transmission Company (KETRACO), the Rural Electrification Authority (REA), the Kenya Power Company (KPC) and the Kenya Electricity Generating Company (KenGen). view
  • 28 Nov 2018 in National Assembly: In conclusion, if State corporations are well managed and planned, they can be a source of funds whose surpluses can be channeled to the Exchequer and ease the burden of tax on the Kenyan populace. view
  • 28 Nov 2018 in National Assembly: Finally, it does not matter how many good reports you are going to generate from our committees and adopt in this House. If they are not implemented, it will be an effort in futility. Many reports and Motions have been passed in this House which are never implemented. We are suggesting that from every watchdog committee, we have an implementation subcommittee that is going to work with the Committee on Implementation to ensure that all our reports that are generated and adopted in this House are implemented within record time so that we can get value for whatever it is ... view
  • 28 Nov 2018 in National Assembly: With those few remarks, I support the Twenty Second Report on Audited Financial or State Corporations. Thank you. view
  • 27 Nov 2018 in National Assembly: Thank you, Hon. Speaker. I wish to ask the Cabinet Secretary for Interior and Coordination of National Government:- (a) Is the Cabinet Secretary aware that the late John Mwaura Karanja, Identification Card number 24288120, went missing on 2nd September 2018 from Magumu in Kinangop Constituency, with the body later being found in Matungulu, Machakos County? (b) Could the Cabinet Secretary provide details on how far the investigations have gone into this matter, and confirm whether any culprits involved in the murder of this young man have been arrested? view
  • 27 Nov 2018 in National Assembly: Thank you Hon. Speaker for this opportunity to contribute to this Report by the NG-CDF. I congratulate them for such a wonderful Report. I have had an issue with that money, the way it was set aside to do the innovation hubs. In fact, I was about to bring a Petition on the same. But, I want to thank this Committee for moving fast and giving us such a wonderful Report from which we are going to have the money reallocated to projects of our choice. I castigate the Ministry. Of late, they are giving unilateral decisions on how we ... view
  • 22 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I wish to support the amendment by the Leader of the Majority Party. In fact, I want to be brief because this is in line with the Mwongozo guideline where nominated Members are nine as opposed to what was proposed by the Chairperson of the Departmental Committee on Agriculture and Livestock. These are some amorphous organisations that do not exist in law. I support the amendment by the Leader of the Majority Party. view
