  • 28 Feb 2019 in National Assembly: When we have stalled projects, we lock the revenue that is supposed to be generated. So, we need a clear policy that prioritises ways to address all stalled projects. Finally, when I look at the Big Four Agenda, I feel that there is a sector that has not been well represented in the BPS - the agriculture sector. We are talking of many challenges. We know that there have been delays in payment of farmers and in the supply of fertiliser. This has been a discouraging experience. What is the Executive likely to do to ensure that similar situations are ... view
  • 26 Feb 2019 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No. 37 of 2019: (i) Is the Cabinet Secretary for Transports, Infrastructure, Housing and Urban Development aware that, following the reinforcement of transport regulations popularly known as the Michuki Rules in December 2018, Public Service Vehicles (PSVs) operating along the Kisii - Mogonga - Magena – Kenyenya route increased commuter fares by 100 per cent? (ii) Are there plans to develop regulations to ensure that the amount of fare charged by PSVs across the country is prescribed, enforced and regulated so as to protect customers from exploitation by PSV operators? view
  • 5 Dec 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Motion. When we talk about increasing the utility of Wi-Fi in the rural areas, it is about increasing connectivity of our populations to information. I am humbled to say that as a nation, we have big dreams but we need to focus on small improvements that can enable us achieve big dreams. • 5 Dec 2018 in National Assembly: Kenya having the largest youthful population, the idea of having Wi-Fi services in every corner of this country cannot be questioned. There are a number of challenges such as fake Wi- Fi. We have been in areas where there are hotspots and so we have issues that have to be thought alongside this kind of Motion. Despite all those challenges that may arise, the idea of having Wi- Fi services in the rural areas is ideal. We want a situation where my mother and other rural folks can subscribe even medication from the rural areas even without having to go ... view

  • 21 Nov 2018 in National Assembly: Thank you, Hon. Deputy Speaker. As much as we discuss the Constitution of Kenya (Amendment) Bill, I also want to say that I have noticed that Members are uncomfortable with the way they are allowed to contribute. I came here as the second person when the House was opened. I wanted to try the system today and so it goes off. The Bill we are talking about… view
  • 21 Nov 2018 in National Assembly: The Bill we are debating is not a new creation. It is about implementing part of the Constitution that Kenyans passed. We are battling over a situation that must be addressed in this country. It is a situation where men and women are given an opportunity to serve this nation. Kenya has made great strides towards achieving the gender rule. We see more women in the House than they were in the previous Parliament. We see more women in various institutions as heads and in top leadership positions unlike in previous years, but it is not enough. This Bill is ... view
  • 15 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. After discussions with the stakeholders, we came to the conclusion that there were areas that were not clear even with Mwongozo . For instance, insisting that the Chairperson should have a financial background. There were many areas which the secretariat was not able to convince us to move forward. For that reason, we saw no point to only pass a section of the amendments. We wanted them to look at these amendments in the context of HELB in the evolving society of Kenya by expanding its support and engaging with the private sector, including ... view
