Thank you, Hon. Temporary Deputy Chairlady for giving me this opportunity. This debate that introduces a new section is very fundamental. It is a section which will enable me to print my ID from Kitale or Mombasa and it is a new structure that we are putting in place. My worry is, if we put it as a miscellaneous amendment, we will be giving it the attention it deserves? It is a very important system for this country; we need to bring it in as a substantive Motion to be discussed. Thank you, Hon. Temporary Deputy Chair.

Commissioners of the National Cohesion and Integration Commission (NCIC) were appointed in 2013 and their tenure has expired. The commission is in the process of recruiting new commissioners.

Could the Cabinet Secretary— (a) provide existing policy guidelines regarding buying of tea leaves from farmers by tea factories, and in particular by the Mara Tea Factory located at the border of Kisii and Narok counties? I also want to register my disappointment to the way we have responded as a country to the welfare of our people in different sectors.
