If we have changed Clause 34 from 18 years to 21 years, should the Chairperson not have moved the information to “below the age of 18 years” to be “to below the age of 21”? Should it not have been done that way? So, I request the Chair to make that amendment. Thank you, Chair.

Hon. Temporary Deputy Chairlady, I want to disagree with Hon. Sankok and Hon. Millie and agree with Hon. Owino of Ndhiwa. In all our laws, there is never a minimum sentence unless we now start amending all the laws.

Hon. Deputy Chairlady, I agree with Hon. (Dr.) Nyikal. Clause 43 (d) states thus that “no gametes or embryos shall be kept in storage for longer than the statutory storage period.” The (cb) is incomplete contrast to what (d) is. So, it should be completely removed from Hon. Shamalla’s amendment because it will be in conflict with (d).

Thank you, Hon. Deputy Speaker. I want to comment on the first Petition by Hon. Owen Baya. It regards Oil Libya. Our family has been a dealer with Oil Libya for 50 years. I even have a property I have leased to Oil Libya. I was never aware that this kind of thing could happen. What normally happens is that when any oil company leases a station from you, they keep the title for 20 years and pay you every five years. Apparently in this Petition, it looks like the lady, Teresa, was selling the property to Oil Libya. The ...

Hon. Temporary Deputy Speaker, it is not a point of intervention. The previous Speaker had asked us to request for opportunity to contribute by pressing intervention. That is why I did that.

Thank you, Hon. Speaker. I want to talk about the first Petition on autoimmune diseases. Many people have Lupus where your body's immune system attacks your own tissues and the multiple sclerosis (MS) where the protective cover is removed by the immune system. So, I support and wish the NHIF will cater for the people who suffer from those diseases. On the second Petition, I will not say whether I am supporting it or not. Hon. Sabina Chege has raised a few issues and she has mentioned Meru County. We are aware that there are many issues with the coffee ...

Thank you, Hon Speaker. I want to support the first Petition because I know that prayers move mountains. However, setting a specific day as a National Prayer Day is not necessary. I think we should go and pray in our homes and everywhere else we can. With regard to the second Petition, I want to join Hon. Khatib Mwashetani. I believe that the sanctity of a title deed should be protected. One of my colleagues yesterday said that the titles were given in the air, and I wonder when titles are given in the air. Which titles are we talking ...

Hon. Speaker, on the third petition on Spire Bank, we need to tighten regulations on takeovers and mergers. The teachers were taken for a ride and whoever is responsible should be asked to pay back the teachers all the money they are losing in Spire Bank. The CBK should make its work easier in supervision so that we do not have teachers losing their money. I thank you, Hon. Speaker, and I support the three petitions.
