  • 13 Jun 2018 in Senate: Mr. Speaker, Sir, I rise to table a Petition on behalf of community conservancies. The Petition to the Senate is Pursuant to Article 119 of the Constitution and Part xxv of the Senate Standing Orders concerning financial/budgetary support to wildlife conservancies for sustainable conservation and community development. We, the undersigned citizens of the Republic of Kenya and representatives of the wildlife conservancies across the country draw the attention of the Senate to the following:- THAT there are over 160 community and private conservancies spread across 28 counties within which most of the country’s biodiversity hotspots of Northern Kenya, Maasai Mara, ... view
  • 13 Jun 2018 in Senate: On a point of order, Mr. Speaker, Sir. I would like to make a bit of distinction between the Petition before us on the issue of human-wildlife conflict and the issue of private and community conservancies. We are asking for support for community owned, created and run conservancies and not the private conservancies that my colleague from Laikipia County has mentioned, like Sweet Waters and such. Kindly note the distinction. view
  • 12 Jun 2018 in Senate: Thank you, Mr. Speaker, Sir. I rise to support Sen. Nyamunga’s Statement and the committal to a committee to take this issue further. • 12 Jun 2018 in Senate: Thank you very much, Mr. Speaker, Sir. I support and would like to add my voice to this, because this is something that I am very familiar with and can relate to. A few months ago, university students that were studying for examinations in Eastleigh gave me a call in the middle of the night because they had been arrested on suspicion of being terrorists. They showed their university identification cards and said they were Kenyans studying for examinations, which is why they were still awake at that time. However, they were told that no identification would help them. They ... view
  • 31 May 2018 in Senate: On a point of order, Madam Temporary Speaker. I request that we reduce the time to contribute, so that the rest of us who would like to speak can get a chance as well. view
  • 31 May 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity. I also thank Sen. Mwaura for bringing this Motion. I think everybody agrees that we have a cancer called corruption. We are even losing its definition. Sometimes we get lost as to what constitutes corruption. We keep thinking that, perhaps, corruption is the mega things that are happening. That said, we need to go back to the drawing board and think of some of the practical solutions that we can have at every level to fight corruption. As everybody has said, we have mainstreamed and institutionalised corruption to the point ... view
  • 29 May 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. As much as the opportunity has been provided by Sen. (Prof.) Kamar’s Statement, I am saddened to see that this is just an iceberg of a bigger problem in our country. This is because there are problems in every sector that we can think of; be it forestry, land, health, NYS or even water. I have had informal discussions with you around Ndakaini and what is happening there and it begs the question: What is going on? As much as we are talking about maize, which is our staple food, and we uphold the ... view
  • 16 May 2018 in Senate: Mr. Deputy Speaker, Sir, thank you for the opportunity to contribute to this important Bill. As I was consulting my neighbour Sen. M. Kajwang', I felt that perhaps we should have had a bit more time to internalise. view
  • 16 May 2018 in Senate: He must have moved away! I did not realise he is a pastoralist. I know this is one of the most important Bills for the Senate. As such, it is the core mandate and perhaps the most important Bill we will pass this year. The Division of Revenue Bill is one thing that we Senators can say that it is a job we do because when we go to out counties, sometimes they ask us what we have done. This is one of the things that we can highlight. I hope that in future we will have a little bit ... view
  • 16 May 2018 in Senate: Mr. Deputy Speaker, Sir, this House should ensure that as we look at the allocations, finances should follow functions. I concur with Sen. Mutula Kilonzo Jnr. that if we separate Bills as money Bills without putting the context of service provision at the lowest levels of the counties for which we are responsible, then we will be missing the point. The principle of the County Wards Development Equalization Fund is to push resources down to the frontlines of service provision at the local level. So, some of the money Bills should never be discussed out of the context of services ... view
