  • 18 Apr 2018 in Senate: Thank you, Madam Temporary Speaker. I rise to support the County Governments (Amendment) (No.2) Bill (Senate Bills No. 7 of 2017). This Bill, as it has been well articulated by Senator Orengo gives effect to our mandate as Senators of protecting, improving and streamlining county governments. Therefore, it is an important Bill that we, as Senators, should focus on and take seriously. It clarifies many things for us. As you know, the County Governments Act of 2012 was enacted before devolution and, therefore, by now a lot of the provisions of this Act are obsolete. I want to congratulate Sen. ... view

  • 18 Apr 2018 in Senate: Madam Temporary Speaker, as I was saying, this Bill will review many things to make them more relevant. It will also streamline things to ensure the capacity, processes and systems in counties are optimal for delivery of services at the county level. This Bill provides for the legal framework for the assumption of office by the governor and deputy governor and appointment of new deputy governor. It will also ensure the independence, professional and promotion of equity in the systems especially in selection and vacation of office. I hope that the Committee will look into the issues of equity or ... view
  • 8 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity to make a Statement on the International Women’s’ Day. Pursuant to Standing Order 46 (2) (a), I rise to issue a Statement on the International Women’s’ Day 2018, which is today. • 8 Mar 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity. Any pastoralist who does not contribute to this Bill will be in big trouble. So, I have sat here very patiently to make sure that I add my words to it. I stand to support and also congratulate Sen. Mutula Kilonzo Jnr. for this timely Bill. As you know, the previous Act under the old Constitution entrenched historical and colonial injustice for most parts of the country with regards to boundaries. Therefore, this Bill gives us a second chance to ensure that we rectify those historical injustices, especially for ... view
  • 6 Mar 2018 in Senate: Thank you, Madam Temporary Speaker. I rise to support this Report and to congratulate the team that went for a good Report. Listening to Sen. Wetangula, I am very pleased that this Senate has global perspective because sometimes I get worried that maybe we have too many of our issues that we forget our regional leadership as a country. The fact that this country has made a lot of progress in peace, governance, politics and other areas of our social economy, I am glad that the Senator has alluded to a lot of the leadership that we as a country ... view
  • 20 Feb 2018 in Senate: Thank you, Mr. Speaker, Sir. I would also like to ride on this statement. I find the requirement that one cannot get employment with KDF because she is pregnant discriminatory. I know that there is strenuous exercise that needs to be done, but why is it that a woman cannot get employment because she is pregnant? That kind of exclusion is discriminatory. What needs to happen is that KDF or anybody else, should come up with ways in which a pregnant woman does not get excluded from employment and livelihood. It is discriminatory and we need to find some answers ... view
  • 14 Feb 2018 in Senate: Mr. Speaker, Sir, I was about to withdraw my request to speak because Sen. Wetangula actually did steal my ideas. However, I would like to say that in my language there are certain words that mean something totally different in other communities. Even though we live in the same country, we cannot purport to have one thing in common. Therefore, I think the petition is misplaced. It is our work as Senators to listen and to investigate things. However, in the light of scarce resources and the need to focus on things that have a high impact, and the need ... view
  • 14 Feb 2018 in Senate: Mr. Speaker, Sir, I undertake to respond within 15 days. However, by way of accountability to this House, the Committee on Education, Information, Communication and Technology has already summoned the relevant Cabinet Secretaries to discuss this with us tomorrow morning. The request is timely and we will put these questions to them as well. The Committee on Education, Information, Communication and Technology has already provided a number of press releases asking the Government to give the answers to the questions that you have already asked and so a lot of work is already underway. Within 14 days, we shall finish ... view
  • 14 Dec 2017 in Senate: Thank you, Mr. Speaker, Sir. Please allow me to congratulate my colleagues for their appointment to the different Committees. As I was looking at the list of Committees, the question that came in my mind was; is there any quality control with regard to composition of Committees other than--- With all due respect, I am sure our leadership has done a great job, but perhaps it would have been nice, I do not know whether it is your office or whoever it may be, to The electronic version of the Senate Hansard Report is for information purposes view
