  • 28 Sep 2021 in Senate: Madam Deputy Speaker, as one that is very familiar with needs assessment, I wish to inform Sen. Sakaja that it is not true that urban poverty is worse than rural poverty. In fact, urban poverty has better chances of one getting some work from the industries and homes in the affluence of the city than in the rural areas. With rural poverty, there are places such as Northern Kenya, for example, Isiolo where there is bareness 150 kilometres in any direction. It is a scientific fact and I can produce it. There is a historical perspective and context to the issue of the Equalisation Fund. The whole idea around Equalisation Fund was perceived and mooted around the historical injustices that befell the northern part of Kenya, to be specific, and I do not make any apologies. I therefore thank Sen. Omanga for not letting the candle go off on this one. Issues to do with extrajudicial killings and police brutality on innocent Kenyans who are exercising their right to picket and demonstrate peacefully is unacceptable.
