  • 10 Jun 2014 in National Assembly: In my constituency and every other constituency, 526 elderly people earn Kshs.2,000 per month; 267 households of orphans earn Kshs.2,000 a month and over 50 disabled people earn Kshs.2,000 a month. Why do we need to dialogue? The only dialogue that the Opposition is asking for is on Independent Electoral and Boundaries Commission (IEBC) and that has been solved by the petition that was brought to this Parliament and the roadmap is in Article 251 of the Constitution. The elders and orphans are happy, the roads are being done and food security is being fixed. Maternal health care is going ... view
  • 10 Jun 2014 in National Assembly: So, hon. Speaker, I want to thank most sincerely the able Chair of the Budget and Appropriations Committee, hon. Mutava Musyimi, his Committee members, the House, Kenya Revenue Authority (KRA) and the Kenyan public who participated in the budget- making process. Of course, there are a number of issues as far as the reallocation of a number of items is concerned by the Committee. That is within the Constitution and I am sure as we speak here, the Eurobond that will give us between Kshs130 billion to Kshs145 billion is being voted in the United States of America and Europe. ... view
  • 10 Jun 2014 in National Assembly: Hon. Speaker, we must face head on this monster called “interest rates”. Chinese, European and Asian companies come and do business in our country on money borrowed at three, two or four per cent. Our private businessmen borrow at 19 per cent. So, the Eurobond must solve the issue of interest rates. If we reduce interest rates to nine per cent, all Kenyans in the middle class who are earning Kshs50,000 and above will go and get mortgage. view
  • 10 Jun 2014 in National Assembly: With those many remarks, I want to support this Budget say that it should transform the lives of our people. Thank you. view
  • 5 Jun 2014 in National Assembly: Hon. Speaker, there is a very hot matter on Safaricom Limited and the CCTV issue. They were dealing with the Cabinet Secretary but now that the Vice-Chair is in the House, he can respond to issues concerning his Committee. Hon. Lentoimaga is here. view
  • 5 Jun 2014 in National Assembly: You will tell the Speaker that you did not here; not me. view
  • 5 Jun 2014 in National Assembly: Yes, hon. Speaker, you gave that direction and the matter is very serious. But I have consulted with the security apparatus, the Cabinet Secretary (CS) and Inspector-General (I-G) and today, they were very busy with a Parliamentary Committee. With your indulgence, I want to bring that answer on Tuesday, the first thing once we resume, so that they tell the country the whereabouts of a Kenyan who disappeared two weeks ago. view
  • 5 Jun 2014 in National Assembly: Thank you, hon. Speaker. Pursuant to Standing Order No.44(2) (a), on behalf of the House Business Committee (HBC), I rise to give the following Statement regarding the business appearing before the House the week beginning Tuesday 10th, June 2014. Hon. Speaker, as usual, the HBC met on Tuesday this week at the rise of the House to give priority of business. The HBC has, therefore, lined up heavy and crucial business. Having resumed from a month’s recess, Members are now re-energised and ready for the business at hand. The House resumed debate on the Victim Protection Bill, 2013 and the ... view
  • 4 Jun 2014 in National Assembly: Hon. Speaker, indeed, I will be very brief. I want to take this opportunity to join my colleagues in sending my condolences on behalf of the great people of Balambala Constituency in Garissa County to the family and the constituents of our good departed brother, hon. Joseph Nyumu. I want to say that his loss is a great loss to this House and nation having had the opportunity to interact with hon. Jose for the little time we had here. I can say we have lost, not just a colleague, but a great legislator who represented the people of Gatundu ... view
  • 4 Jun 2014 in National Assembly: Hon. Speaker, I want to thank you for that guidance. I served in the last Parliament; I was in Energy Committee with my good friend, hon. Gumbo. Every time we went for a trip paid for by Parliament, we had a deadline of two weeks within which to table a report. I want to say that since the beginning of the Eleventh Parliament, I have not seen any report tabled by Members who have benefited from these trips. So, that challenge is to the chairs and Members. I beg to lay the following Papers on the Table of the House ... view
