The President enhanced this budget from Ksh470 million to Ksh876 million. We did not have this money completely and there is no legal framework to transfer it from the Ministry of Education to the State Department for Gender and then to the Women Representatives. There is no legal backing. That is why the State Department for Gender did the procurement.
