  • 28 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, following concerns raised by hon. Dr. Ali, MP for Wajir North, this House requested the Ministry of State for Special Programmes to issue a Ministerial Statement on the current floods in the country. In this regard, I wish to state as follows. The short rains which have been received in this country have been heavier than normal. As a result, they have caused floods in some parts of this country. The Ministry of State for Special Programmes has been informed by the meteorologists that the country is experiencing a mild El Nino which is being caused ... view
  • 28 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, when disasters strike, we have to assess the extent of the damage for us to be in a position to respond. That is why we used helicopters to go round to assess the situation. That was not done for any political gain. With regard to North Eastern Province, we have already opened a Disaster Response Operation Centre in Garissa. We already have a helicopter there. In fact, from today, it will begin airlifting foodstuffs to the areas that have been cut off. What the hon. Member for Ijara has said is true because I have been ... view

  • 14 Nov 2006 in National Assembly: Mr. Speaker, Sir, is the shortage of teachers not a contradiction of the free primary education policy? What is the Assistant Minister doing to address this problem, specifically, in Bura Constituency? view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, if it is true that it takes 20 days to process a passport, why did it take Idriss Kunow Lalafa one-and-a-half years just to be invited for an interview? If it takes 20 days, why did it take this constituent of mine one-and-a-half years to be invited for an interview? view

  • 8 Nov 2006 in National Assembly: asked the Minister for Health:- (a) when she will deliver ambulances to Bura and Madogo Health Centres 3510 PARLIAMENTARY DEBATES November 8, 2006 in Bura Constituency, as promised to this House; and, (b) when Bura Health Centre will be upgraded to a Sub-District Hospital? view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, it is sad for me to hear what the Assistant Minister has said. I asked the same Question in 2004. That is why my Question partly states, "as promised to this House." In his answer, he says we have to meet some conditionalities, which we did on our part. Now, that he has shifted the goal posts, could the Chair intervene to assist us? We were asked to approve this through the District Development Committee (DDC), and we have done it. Now that it is a totally different subject, what do I do? view
