I support this Bill and the amendments that were brought, especially on the audit of expenditures in the counties, the National Government Constituencies Development Fund (NGCDF) and the national Government. These penalties are very good. I want to appeal that they must be implemented to help fight corruption. One thing with Parliament is that we pass laws but fail to implement them and take action against people who break them.

Member is taking such a long time and yet, at the back of the Order Paper, there is a notice showing how many minutes the Leader of the Minority Party or Majority Party can speak. It does not mention the deputies. For the sake of this debate, why can you not give him another three minutes and then we can also get a chance? We want to speak.

The other issue is about public servants who want to join politics. We have demonised civil servants who want to join politics. By demonising, I mean that those who vie for political seats and lose never get jobs. It is like they have leprosy. The moment you vie for a political seat, most employers shun you. Thank you, Hon. Speaker for giving me this opportunity. This Petition by my colleague from Samburu West is quite in order. Murramur community land has never belonged to the Army physically. The Army went there temporarily and they were training in Kirisia Forest. They have never put up a single structure there. Since they withdrew from there because there were only tents, the community has occupied the land which belongs to them through their ancestral history.
