Hon. Temporary Deputy Chairlady, I support the amendment because it changes the name “certificate of land” to “certificate of title.” This is very specific because Kenyans are conversant with titles than certificates.

Thank you, Hon. Temporary Deputy Speaker. I rise to support the Supplementary Budget. It is important because it addresses the unforeseen expenditures or costs that have not been met before. This is very important. The Budget has set aside money with regard to the issue of policing. It is important that that money is dispensed very quickly, so that it can go a long way to support policing, especially The electronic version of the Official Hansard Report is for information purposesonly. in vehicle support now that the Government has bought a lot of new vehicles all over the country. These vehicles need fuel and the officers need allowances for them to enforce the law. They also need equipment. It is important for the Government to use this Supplementary Budget to address the issue of secondary schools. Education is a function of the national Government. Most Members, including myself, have constructed secondary and primary schools. These schools need a lot of support during the last quarter of the financial year. Most pastoralists are unable to acquire IDs. We need mobile registration centres. ...

Thank you, Hon. Speaker for giving me this opportunity. I rise to support the Address by the President. I applaud the President. Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. The Anti-Doping Bill has come at the right time because sportsmen are using illegal substances to enhance their performances. Some of these illegal drugs are anabolic, steroids, stimulants and hormones. It is important that we adopt and pass this Bill because we want to protect our athletes and comply with international standards in terms of competing, so that our athletes are not banned and affected by these terrible drugs. Over the years, we have performed very well and brought our image into the limelight. We want to maintain ...

If we are not careful, we will earn enemies. I know most countries may not be happy because of our performance in athletics or sporting in the world. So, adopting Anti-Doping Bill is a way of ensuring that those countries that are jealous of us are deterred from trying to interfere and even taking opportunity of us not complying with the international law. We should continue to reap what is good for us.

There are many opportunities that have not been explored in athletics and sports in this country. Many young men in northern Kenya can perform as well as the ones who are performing in the world stage. I want to appeal to the Ministry of Youth Affairs and Sports and all those organisations that are supporting sports in Kenya and at the international level to explore means and ways of supporting the young men who have not gone into these kinds of activities, so that they can also benefit. Many of them can do better than even the ones who are ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. I support this Motion. It has come at the right time. We should have done this long time ago. I also congratulate Hon. Wanga for bringing the Motion. This is a widespread disease. It is traumatising our people. It is devastating. No single place is spared. When we were young, we thought that the disease was only meant for western countries. However, it is deep in our counties, sub-counties and the most remote areas in our country. In Samburu North, I have lost more than four people here in ...
