  • 3 Dec 2015 in National Assembly: Coastal areas and the upcountry parts of this country suffer the same kind of environmental degradation because of mismanagement. The previous sessional paper was about wetlands. If we do not take care of areas that are important, especially with regard to attracting rainfall, this country will be in serious problem in future. In Samburu North, those areas are important for our livelihood. Mountains, rivers, and lakes in our place have been degraded. People have encroached on these areas.   • 19 Nov 2015 in National Assembly: Thank you, Hon. Speaker for allowing me to contribute on this Bill which I support. I sincerely thank Hon. Sen. Mutula for bringing this Bill. County governments are new. Apart from being new, most of the staff are also new and inexperienced. Due to high expectations, they can enter into businesses that can be questionable. Our citizens have high expectations and county governments are supposed to deliver. So, one can easily incur huge debts trying to satisfy those expectations.   • 19 Nov 2015 in National Assembly: In my view, county governments have many assets including vehicles. It is important to have them bearing GoK number plates so that in the event of any liability, they can be protected from seizure. Hon. Speaker, county governments have inherited many assets from the defunct county and municipal councils. This Bill should also address the issue of how we protect those assets because they belong to Kenyans. The citizens are supposed to benefit from those assets. I would like to complain that, sometimes, we pass Motions here but they do not see the light of the day. They are not implemented by the Executive. An example is an amendment we made in the Police Act, on the issue of National Police Reservists, where we brought an amendment to make sure they are paid, trained and issued with registered firearms.   • 28 Oct 2015 in National Assembly: I would like to appeal that if this Motion is passed, the Committee on Implementation should take it up. It is very important to track those firearms; the registered and unregistered ones. In my constituency, we lost almost 50 firearms from the policemen who were massacred on 10th November 2012. To date, those firearms have not been recovered. They are used to attack, maim and kill our people. One of the firearms was recovered in Isiolo because of a contact.   • 14 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to oppose this amendment. When you say “all the powers of a police officer”, it means we will be arrested inside this Chamber. These officers will also have a cell within the precincts of Parliament where parliamentarians will be locked up. This is harassment. I oppose the amendment. view
