  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Chairlady. I want to withdraw this amendment because it is related to the previous one and I need to go by what the Chair of the Committee has said. So, I withdraw. view
  • 8 Mar 2016 in National Assembly: Thank you so much, Hon. Temporary Deputy Speaker, for giving me this opportunity to also support this Bill. First of all, I want to thank the Committee for the good presentation and the good work they have done on this Bill. This Bill has come at the right time because of the work of our Government, which we commend. They have started doing a lot of work in terms of electrifying schools all over the county. A number of times we have visited the offices of the Rural Electrification Authority (REA) and have found them very busy. They even The ... view
  • 8 Mar 2016 in National Assembly: have deadlines to ensure that all schools are connected to electricity. In areas which are not connected to the national grid, they have provided solar energy. That is a very commendable job. We encourage them to continue, so that by the end of this administration’s term, we can reach the threshold. Secondly, I also realise that in the next financial year they have provided money, so that shopping centres in our areas will be connected to electricity, especially in very dry areas which have solar energy. They will also have power stations for those centres. My concern is about geothermal ... view
  • 8 Mar 2016 in National Assembly: The other issue is about the Cabinet Secretary who has been given a lot of powers in this Bill. The Bill says that the CS may authorise a person in writing to make surveys, investigate and test measurements in search of geothermal resources for purposes of the authorised persons to enter into land specified by the Authority. Of course, in exercising these powers, the CS gets advice from the regulatory authority. The Bill also says that the CS can carry out geological surveys and other things in connection with survey such as investigating, testing and taking measurements. In areas that ... view
  • 8 Mar 2016 in National Assembly: It is not enough to have representation of experts in the authority. I have read that the CS in charge of Energy will be a member. That is not enough. Members of the authority must include people from areas where such natural resources are to be extracted in big quantities. It should not be just a matter of incorporating experts. We need to have people from the local areas incorporated to properly represent the communities. People who are alien to those areas can be deceived. We will end up having the extracted resources benefiting only a few people who pursue ... view
  • 8 Mar 2016 in National Assembly: We need to fast-track rural electrification and get connected to the national grid which was connected in Maralal in 1982. From that time up to now, even an inch has not been extended to the north. For all that time, it is still in Maralal. view
  • 1 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, I just wanted to be noticed in the House and given an opportunity to talk. I did not want to intervene. view
  • 1 Mar 2016 in National Assembly: Thank you. view
  • 17 Feb 2016 in National Assembly: Thank you so much, Hon. Temporary Deputy Speaker for allowing me this opportunity to support this Bill. I am not a lawyer, but this Bill is important for our communities especially the marginalised communities in this country where justice is not The electronic version of the Official Hansard Report is for information purposesonly. • 17 Feb 2016 in National Assembly: accessed, not so much because of ignorance and inability to reach the courts or lawyers, but because of poverty. This Bill has come at the right time. First of all, the formation of a State Corporation to administer this legal aid is very important and this Bill needs to be fast-tracked, so that we can form this State Corporation and all these other organisations to manage legal aid. This particular organisation must be highly funded, so that all the people who require legal aid can access it. We are all aware of what NGOs have been doing in providing legal ... view
