In areas where resources are exploited, communities have needs. They have needs of security, water and schools but because there is no policy on that, these communities are forgotten. Some of my colleagues have already mentioned about the percentage that needs to be put in place to ensure that communities are assisted through the law. view
  • 5 Aug 2014 in National Assembly: I want to recommend that the national Government can take 60 per cent, the county government 20 per cent and even the local communities can take 20 per cent. They are the owners of that region. In my view, I also feel that we cannot just allow the county governments alone to handle everything. I have seen several times what has happened in my area where the county government has actually managed geothermal and even solar energy. If it were not for their good, transparent and fair work, some of us would not be here today. Hon. Deputy Speaker, procurement is not a function of the commissioners.   • 23 Jul 2014 in National Assembly: Thank you, hon. Deputy Speaker. I want to add my voice to this very important Bill. I want to thank my colleague Chachu Ganya for bringing it to the House. Drought has been increasing over the years and has been declared a national disaster. Every three years, there is a drought and it really affects our people in terms of its intensity and even in terms of loss of lives, property and economic losses. People experience drought every now and then. view

That is because he totally losses the livelihood that he depends on for his children and everything. Even apart from that, serious displacements take place. People are displaced from their ancestral homes. They come and stay in towns like Maralal, Garissa, Wajir and Lodwar. Moroto, the Member of Parliament for Kapenguria Constituency, requested a Statement regarding the assault of William Ng’oris of Keese in Kwanza Sub-county, Trans Nzoia County. The hon. Member alleged that Mr. Ng’oris was assaulted and detained in Kitale Police Station by police officers on 1st June, 2014. However, the Officer Commanding Police Station (OCS) instructed that he be taken to hospital while the District Criminal Investigations Officer (DCIO) promised to undertake further investigation into the matter.
