Thank you, hon. Temporary Deputy Chairman. I stand to support that the quorum be comprised of six members because these other members are uniformed and in the day to day operations of the police, they are there commanding and doing the normal work of police. If they will allow five members, they can make decisions that cannot be necessarily favourable to the other members and this has been causing conflict. Therefore, we need to put them there so that we can run the Commission.

Thank you, hon. Temporary Deputy Speaker. I want to support these timely amendments and thank my brother, our Chairman, for bringing them. I want to, first of all, thank the President for launching fertilizer and seeds yesterday. That will go a long way to empower the youth to get employment. Also, with regard to the Uwezo Fund Regulations that we passed yesterday, we thank the Senate and the National Assembly for the good work they did yesterday. I rise to support these amendments. I do so because I am the Vice-Chairman of the Departmental Committee. I know that we did very good work because we discussed with all the stakeholders in our meetings. When we held meetings together with the stakeholders - including the Commission on the Implementation of the Constitution (CIC), officers from the Office of the Attorney-General and the Commission, the only thing that arose from the meeting that was against the interest of the stakeholders was life and property.

We were in concurrence with them with regard to the rest of the amendments and they supported them. Even the Commission realized that the differences they had were hurting the performance of the police. For people like me who have a background in security, the Police Force is not the Ministry of Health and neither is it the Ministry of Education. They do not operate the way those ministries operate. That is why they go to Kiganjo and the Administration Police Training College (APTC). That is a command-driven organization, a disciplined organized and a uniformed organization. On the issue of policemen going to court to challenge their transfers, it is because of the way we are doing things now. We are trying to make policemen look like school teachers where people do not respect their seniors.
