I do not want to belabour on the issue of the Supplementary Budget, but from my experience and training, supplementaries are done only to relook at budgets. It used to be done in February and only once in a financial year. But this Supplementary Budget we are going through now has come because of a habit we have formed for the last three years. I thank the Government for allocating Kshs10 billion for senior citizens affairs in the last financial year. However, even though that money was released, many of our senior citizens are not getting it because of logistical problems. So, I urge the Ministry to put much effort and ensure that all senior citizens get this money. Secondly, I request that once the Bill is passed and the President assents to it, the money be released as soon as possible so that by the end of July, the senior citizens can get it. ... view
• 4 Jun 2020 in National Assembly: Thank you, Hon. Speaker. I feel as if most Members are frustrated because of what my colleague has just mentioned. It is good that you have given a fatherly advice because more of those kinds of requests than comments will come during this season. Political parties have become dictatorial. All of us in this country are members of political parties. So, it is good that you continue guiding us. Even though we have no local statute therein, fatherly and legal pieces of advice will go a long way to assist some of the Members who are getting frustrated. view

However, at the same time, I would like to request the Chair to give us the status of the disbursement of the funds. As far as I am concerned, more than half of the money allocated for Samburu North Constituency has not been disbursed, yet the financial year is almost ending. It will end in the next 26 days! We would like the money to be disbursed so that we can carry on with the projects that had been earmarked for the funds. view
