So, without knowing what functions have been transferred, when and where; without knowing the costing, how can we honestly know that the amount of money that we are now allocating is adequate? How can we know? Yet it is our responsibility to ensure that The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate.

16 Jul 2013 in Senate:
Mr. Deputy Speaker, Sir, I would like to thank Sen. Elachi for giving me three minutes. A lot has been said relating to the fact that this programme will give our youth skills. It is true that the NYS will give our youth skills because it has been shown that 75 per cent of the unemployed people are the youth. However, 94 per cent of these youth do not seek to be self reliant. They seek employment and hence bring about unemployment. I just want to emphasise something that is not connected to skills. This is something that is very ...

11 Jul 2013 in Senate:
Mr. Speaker, Sir, thank you for giving me this opportunity. I am one of those Chairmen of Committees who is from the Minority party. I do not see any conflict whatsoever because if a Question arises, it is my duty with the assistance of the Senate Majority Leader to get the appropriate answer from the Government. I will come and give that answer here to the best of my ability, but that should mean that after I have reflected on that answer correctly, I am not precluded from taking my own opinion on the matter. That is the position I ...

3 Jul 2013 in Senate:
Mr. Speaker, Sir, thank you for giving me this opportunity. First of all, I completely support this but I just want some clarification. We were led to believe at the beginning of our sitting that the House Business Committee was considering changing the timings of our sittings to be slightly different from the sittings of the National Assembly. So, I want to know whether by approving this, you are actually telling us that the Committee did not consider that proposal and that we are back to these sittings. Secondly, I would want to know whether it is not feasible that ...

On a point of order, Madam Temporary Speaker. Is the eminent Senator from Kirinyaga, who is a gentleman and a former teacher, in order to behave unlike a gentleman, to ask a woman’s age?

3 Jul 2013 in Senate:
Thank you, Madam Temporary Speaker. I want to second the amendment brought by Sen. Obure. Sen. Chris Obure has worked in the Government in very key Ministerial portfolios. In particular, he was for a brief period the “Chancellor of the Exchequer for the Government.” The Chancellor of the Exchequer is the Minister for Finance. I think he knows the problem he is talking about. Therefore, this becomes a very well thought out Motion to help our people process their claims. This amendment is very important because we just pass a mere Motion without giving it legal teeth, it will become ...

Mr. Speaker, Sir, thank you for giving me this opportunity to contribute to this very important Motion. First of all, I want to thank the Mover of the Motion who is also the Chairman of the Sessional Committee on Devolution for having brought this Motion. I thank him because, as you know, we are now undertaking internal processes of identifying the type of amendments to the Constitution which will be subjected to a referendum. We have begun getting views on this. Some have proposed a The electronic version of the Senate Hansard Report is for information purposes only. A certified ...

27 Jun 2013 in Senate:
Mr. Speaker, Sir, actually I do not know whether that is guilty conscience because I did not even state that the Senator is of that view. In fact, I respect the Senator. What I stated is a historical fact. I know that in the 1990s, there was some pressure, but we resisted. There was some pressure that we should create an extra classroom at Alliance High School to cater for local people from around that school. I am glad that he is not party to that pressure. So, we shall work together on that one. Mr. Speaker, Sir, this Motion ...

26 Jun 2013 in Senate:
Madam Temporary Speaker, thank you for giving me this opportunity. I would very much have liked that we vote now, but the reasons given by the Senate Minority Leader and others are very good. I want to add another reason. If you look at the Order Paper, on the Motion in Order No.8, we went straight into a Division to finalize a matter, once and for all. In the next Motion that we voted on by Sen. Machage, again, we went straight to a Division without debate. In other words, we were going to finalize the whole thing, once and ...

13 Jun 2013 in Senate:
Thank you, Madam Temporary Speaker, for giving me this opportunity to propose an amendment and also to contribute to the Motion. This is indeed a very important Motion which goes at the root and at the heart of the success of a devolved structure of Government. Way back in the 1990s when people were agitating for a multi-party democracy; when people were agitating that we no-longer wanted an imperial presidency, a survey was carried out to determine what chapters of the Constitution they wanted amended. The survey asked the people what they really objected to. The surprising thing was that ...
