On a point of order, Mr. Speaker, Sir. Would I be in order to request that the Mover replies? I am saying this because the person on the Floor cannot presume to be elected to say what he will be taking into account. He is moving into a very dangerous area right now. 18 Mar 2014 in Senate:
Mr. Temporary Speaker, Sir, I wish Kakamega County had moved in favour of Busia County, but anyway, I support this Motion. For too long, we have been accused that we are not debating the real issues of a legislature, which is to enact legislation. So, the sooner we go into debating legislation in this House, the better. For that reason, I support.

Mr. Speaker, Sir, properly, that question ought to be with the Ministry which is dealing with it. But it really comes under human rights.
