Therefore, it is important to have clear rules and laws to govern all this. In this Bill, structures have been clearly defined on who should be a refugee. At the outset, just for information purposes, Taita Taveta is one of the Arid and Semi-Arid Lands where people are dying of hunger yet it is not in the list read out by the Mover. There is no water.
