  • 2 Mar 2016 in National Assembly: THAT, aware that water is one of the basic human needs; concerned about children’s schools, especially those that do not have access to clean tapped water; also aware that the Government is already providing electricity and food to those schools; deeply concerned that lack of water leads to a host of hygiene-related problems including jigger infestation, cholera and others, this House resolves that the Government formulates a financial framework for and provides tapped water to all public facilities, especially primary schools as water is life. view

  • 2 Mar 2016 in National Assembly: Thank you, Hon. Speaker, for this opportunity. From the outset, this is a very progressive law. We are moving ahead. Since this Bill is actually very sensitive to our society, it is good that when we are writing such Bills, we should use simple straight forward language which everybody in Kenya can understand. The Bill says that if you register a community like that of ranches, the powers are vested on the CS. At the same time, immediately after Independence, some pieces of land were given out by the whites, but communities did not know about ... view
  • 2 Mar 2016 in National Assembly: On audit transactions of land, the Bill should make modalities as per our Constitution which covers historical injustices. We should conduct an audit of all land transactions from early 1950s, 1960s up to now to uncover the ills that were committed then and the communities that were affected be compensated accordingly. As I had said earlier, land is very sensitive to Kenyans. When we talk about it, we should always write in very simple language, so that, at least, everybody can understand. I urge that, if possible, a review of the Bill be done within a shorter period rather than ... view
  • 2 Mar 2016 in National Assembly: Land enables recognition of different cultures in this country. This Bill should be aligned in such a manner that it caters for all cultures within our country. If I were the one to rate this Bill, I would not have hesitated to give the Committee about 66 per cent for work well done. view
