• 25 Feb 2015 in National Assembly: hizi. Alikuwa anafichwa kwa hayo mapango. Ni vyema Serikali kutambua mapango hayo na wale ambao walihusika kuwaficha hawa wapiganiaji Uhuru. Kwa upande wa mashamba, ni kweli baada ya kupata Uhuru kuna wananchi ambao bado wanatatizika katika mashamba ambayo yalimilikiwa na hao mabeberu. Mwatate ni mojawapo ya mahali ambapo wanasumbua wananchi sana kwa mashamba. Ni vyema, baada ya kupitisha hii Hoja, tujaribu kuangalia kila mahali na tutengeneze ile kamati ambayo itafuatilizia hii Hoja na itekeleze kila kitu ambacho tunaongea hapa. Kwa kweli, kudhibiti mwendo wa kasi kwa magari ni jambo mwafaka kabisa maanake ajali nchini mwetu zimekuwa nyingi mno. Ukiangalia ulimwengu mzima, kwa sasa hivi tuko nambari 22 kwa nchi zenye ajali nyingi ilihali tukiangalia idadi yetu yote ni watu kama 40 milioni na China ina watu zaidi ya 1.5 bilioni lakini ajali zao ni kidogo sana. This is because it has taken decades before this Bill was last amended. Social licences are in line with the principles of devolution. They encourage the entire Mwatate Constituency and Taita Taveta County at large. I have a feeling that communities which own this land will benefit over time. Over time I have experienced investors trickling into Taita Taveta County which is rich in minerals. They get rich and leave the place without even building a single toilet. The ... view

There is a clause that stipulates that a person found in possession of minerals should be penalized. However, it is important for the Committee to consider the counties where minerals are all over. In some of these counties, minerals form part and parcel of the lives of people. This penalty should only be considered when a person goes to another county.
