This will provide a forum where leaders can identify exactly what legislation is needed at national level and county level for the benefit of the entire country. Although the formation of those boards will absorb some county funds, in weighing both the merits and demerits, the merits outweigh the demerits. First and foremost, I am applauding the Committee, because they have proved to be budget-makers, unlike the yester years where they were just budget approvers. The budget estimates are well spread, although we needed more in mining, to exploit fully the potential of the Ministry in charge of mining as it is a new sector. I think it is the only sector which will move and transform our GDP to double digit. Areas already prospected and discovered minerals require mineral excellence centers for purposes of awareness and marketing. I am happy with the increment on wildlife ... view
  • 10 Jun 2014 in National Assembly: dropouts due to challenges associated with water. I expected the Committee to either allocate funds to Mzima Phase II, so that it can traverse through all the areas of Mwatate Constituency but, to my surprise, that was not done. The allocation for recruitment of teachers will assist the entire country. That is because there is high shortage of teachers. With those few remarks, I stand to support. Thank you. view

Deputy Speaker, I beg to give notice of the following Motion:- THAT, aware that water is one of the most basic needs; concerned about children in primary schools, especially those who do not have access to clean tapped water; also, aware that the Government is already providing electricity and food to these schools; deeply concerned that lack of water leads to a host of hygiene-related problems, including jigger infestation, cholera and others, this House resolves that the Government provides tapped water to all public facilities, especially primary schools as water is life.   • 19 Mar 2014 in National Assembly: Thank you, Temporary Deputy Speaker. That road is very important to Taita Taveta County at large because it is the only tarmacked road. However, I am applauding the Committee for the promptness in replying. But if you look at the reply, it has no specifics. They have not specified when the amount will be cleared or the specified time the road will be completed. The Statement says that the revised completion date still remains 15th March, 2014 and we are on 19th March, 2014. I think I have not carried anything at home because they have not specified. view
