  • 20 Apr 2016 in National Assembly: During the State of the Nation Address in this House, the President posed a question of whether Kenyans can see the true value in the Kshs1 trillion that has been devolved to the counties. It is quite clear that all the money that has gone to county governments has not been put to good use. Spending Kshs280 million on payments of high flying lawyers is not good for this country. I have just seen in the audited accounts that are to be tabled here, a sum of Kshs150 million has gone into partitioning of offices at Delta Plaza in Westlands. ... view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I beg to move the following Procedural Motion:- THAT, pursuant to the provisions of Standing Order No.97(1) and notwithstanding the resolution of the House of 10th February, 2016 regarding limitation of debate on Bills not sponsored by a Committee, the Leader of the Majority Party or the Leader of the Minority Party, this House resolves that debate on the Banking (Amendment) Bill (National Assembly Bill No.62 of 2015) be extended by a further two hours, from a maximum of three hours and thirty minutes, and that speaking time be limited to not more than five ... view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I also rise to support this Bill. As has been said by many contributors to this debate, there are many emerging issues besides interest rates. The very exorbitant interest rates charged by banks have stifled the growth of businesses in this country. But more worrying is the fact that the interests these banks are paying to individual depositors of banks are not just low but are ridiculously low. More worrying is the fact it is not just individual depositors’ funds. We have seen very unfortunate situations where many of these banks take deposits from the ... view
  • 13 Apr 2016 in National Assembly: The issue of corporate governance in banks has been spoken to at length. What we have seen in the unfortunate closure of Chase Bank, Dubai Bank Kenya and Imperial Bank Limited are clear cases of lack of corporate governance and very weak corporate governance structures. I hope that as we move to the Third Reading, we will move amendments that will ensure that we further strengthen the corporate governance of our banking sector. As I said when moving the Procedural Motion, our banking sector is truly the artery of our economy. If there is a small clot in this artery ... view
  • 13 Apr 2016 in National Assembly: we need to look at how these audit firms audit and what kind of disclosures they make and do not hide behind client confidentiality. view
  • 30 Mar 2016 in National Assembly: On a point of order. view
  • 30 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I rise on a point of order under the Standing Order Nos. 205, 207 and 217 on the establishment of the Public Accounts Committee, the Liaison Committee and the Budget and Appropriations Committee, more so, relating to the submission of certain statutory reports in line with Article 228(6) of the Constitution which states that:- “Every four months, the Controller shall submit to each House of Parliament a report on the implementation of the budgets of the national and county governments.” My concern is that this afternoon, the Leader of the Majority Party tabled a number of ... view

  • 30 Mar 2016 in National Assembly: Hon. Speaker, I am not questioning your ruling. I was just seeking your guidance. As you have rightfully said, some are weighty constitutional issues which I thought on the spur of a moment, you will make a ruling as to whether the Leader of the Majority Party and Office of the Controller of Budget are in order to be contravening the Constitution. view
  • 30 Mar 2016 in National Assembly: I will presume that being the Leader of the Majority Party and the person tabling these reports on behalf of the Controller of Budget, he would probably inform this House whether he had an opportunity to ask the Controller of Budget about the same. If we allow these public officers to contravene the Constitution with unabated impunity, it is the same impunity we are seeing. view
