Hon. Speaker, I am not questioning your ruling. I was just seeking your guidance. As you have rightfully said, some are weighty constitutional issues which I thought on the spur of a moment, you will make a ruling as to whether the Leader of the Majority Party and Office of the Controller of Budget are in order to be contravening the Constitution.

I will presume that being the Leader of the Majority Party and the person tabling these reports on behalf of the Controller of Budget, he would probably inform this House whether he had an opportunity to ask the Controller of Budget about the same. If we allow these public officers to contravene the Constitution with unabated impunity, it is the same impunity we are seeing.

THAT, the matter presented in this Petition is not pending before any tribunal or court of law. Therefore, your humble Petitioner prays that the National Assembly, through the Departmental Committee on Administration and National Security:- (i) Recommends immediate deployment of more security personnel to enforce law and order in Kiambu County and ensure that this illegal militia is disbanded.
