Of course! Not anything else but a funeral! But, more importantly, I want to point out to hon. Eng. Gumbo that I rose under Standing Order No. 108, asking the Speaker or the Chair what he can do when he finds the Member grossly disorderly for his conduct in a manner that would demean this House. I urged hon. Members of this House that, in such a case, we can name him/her. Therefore, I do not seek your indulgence to discuss the conduct of one Junet Mohammed, the hon. Member for Suna. Hon. Speaker, understandably, that hon. Member is a ...

Hon. Deputy Speaker, as I move this Bill, I want to begin first by paying my very deep respects to the tens of our citizens who lost their lives recently when we were on recess in over five counties; Makueni, Kiambu, Embu and two other counties. They lost their lives and many other hundreds of them lost their eyesight and are suffering numerous health problems out of alcohol abuse. The principal objective of this Bill is to increase the functions of the National Authority for the Campaign against Alcohol and Drug Abuse (NACADA).

Hon. Temporary Deputy Speaker, one specific function and objective I intend to give to NACADA will be the provision of support and assistance in establishment of treatment and rehabilitation programmes and centers in this country. As you may be aware, alcoholism and abuse of alcohol in this country has been a problem that has bedeviled it for many years. Hon. John Mututho did bring the principal Act, what is called the Alcoholic Drinks Control Bill of 2010. I seek to bring amendments to this Bill. We want to create an environment where part of the money that is allocated to ...

Thank you, hon. Speaker. I want your guidance on whether really hon. Nyenze was given this chance to speak on the Motion on the Statute Law (Miscellaneous Amendments) Bill, which has nothing to do with the irrelevances that he is talking about. All Kenyans know that the President did not ride in any armored vehicle on Madaraka Day. I beg that the Chair guides hon. Nyenze accordingly to dwell on the substance of the Motion before the House and not these other irrelevances that they are used to.

Thank you, hon. Speaker. I rise, as others have said, to support certain provisions of these amendments and also be very cautious on others. I wish to, particularly, draw the attention of Members to what is called Urban Areas and Cities Act and the amendments that have been proposed. From the outset, it really looks harmless in terms of allowing governors to confer status of special municipality to their county headquarters. I am sure when I speak about county headquarters, the people from the county where I hail from, will understand why we would be very keen on conferring certain ...

that Committee, it is true that with the Fisheries Management Bill, it was important that we de-link fisheries from the other areas. That is because fisheries is a very specialized area in agriculture and very important to the people whose fishing is the mainstream of their economies. There is also the question of allowing stakeholders to be represented in the board and it was difficult to determine actually which stakeholders in the agricultural sector would elect their representatives to the board. It would be very difficult. As you know, there are coffee farmers, tea farmers, livestock and fishermen in this ...

that we represent against the dictatorship that we have seen in some of our counties by not allowing those county governments in the cities and municipalities to impose any rates and charges where people have not participated in the enactment of substantive legislation that allows those county governments to levy charges on our people. That would be a dangerous route if we were to take it. I, therefore, beg to support and be cautious of the areas that I have mentioned and move the necessary amendments when the time comes. Thank you, hon. Speaker.

Thank you, hon. Temporary Deputy Speaker. Thank you very much also for that guidance because there are those of us who really want to speak to this Motion. I wish to begin by congratulating His Excellency President Uhuru Kenyatta, for the report that he tabled before this House and the Speech. Indeed, I heard hon. Mbadi, who contributed to this Motion this morning and stated that despite the President having spoken about the issue of resettling IDPs, he has not addressed the issue of equality within the State. He went on to cast aspersions on the integrity of the resettlement ...

Thank you, hon. Temporary Deputy Speaker, either the hon. Member was not listening to what I was saying, or he is probably skewed even in his listening to what I was saying. I was only correcting what hon. John Mbadi had insinuated this morning. He said that resettlement process was skewed towards certain communities and that there are integrated IDPs from certain communities who have been ignored from. If only hon. Mbadi can allow me to make this point, that the resettlement programme for integrated IDPs is still ongoing. It is true that there are Luos who were evicted from ...
