Oundo has asked, I also did rise to request for a Statement from the Chair of the Departmental Committee on Environment and Natural Resources, Hon. Since then, I have not been invited to the Committee. They have not responded to the request for Statement and the matter that I was asking still persists. My second point of order was in relation to business which in my thinking was not properly before this House, today being a day for Government sponsored Bills and Motions. I thought the Motion appearing under No. 10 is a party sponsored Motion. The mainstream ODM party seems not to be in the House and they are the mainstream minority party, after the breakup, dissolution and subsequent divorce of the NASA parties. ...

Hon. Temporary Deputy Speaker, I am rising on a point of order in relation to what Hon. Kolosh has said that he used to wonder before he became a Member of Parliament. Since becoming a Member of Parliament, he has since discovered that there are Members in this House who represent other interests other than those of the people they represent, people who follow orders from the Executive. Maybe it will be beneficial to Kenyans to name those Members who represent other interest other than those of the people who elected them or those who are directed by the Executive. ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill, but with a few reservations. One of the things that I am usually sceptical about is when the Government has an overbearing hand and we use legislation to overbear on the people. Clause 11 of the Bill envisages to make it compulsory that a person who has attained the age of 18 years and is not a beneficiary shall register as a member of the Fund.
