Hon. Temporary Deputy Chairlady, Hon. Chepkong’a’s amendment is good but we are amending the wrong Act. We already have a provision in the National Police Service Act and we even inserted that in the chaotic National Security Act that we passed. They are provided for in other laws. If Hon. Chepkong’a feels that the National Police Service Act should be amended to accommodate his concerns, I think he should bring it under the Statute Law (Miscellaneous Amendments) Act so that we can do a cleanup on this. Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 2 of the Bill be amended by inserting the following new definitions in their proper alphabetical sequence— Cap. 114 “firearm” has the meaning assigned to it under the Firearms Act; “foreign power” means a foreign government, foreign organization or an entity that is directed or controlled by a foreign government or foreign organization. The import of this amendment is to ensure that there is clarity in the use of the two terms.

Hon. Temporary Deputy Chairlady, I totally agree with the Mover of this clause because as we all know, most of the guards look for work, steal from a particular business and then move to another one. In one year, you will find them having worked in eight companies with very bad records of theft and criminality. This amendment will assist to identify criminals within private security providers.
