  • 28 Feb 2018 in National Assembly: It will also bring foreign exchange thus stabilising the economy. It is a shame for this country to suffer from hunger and drought every year yet we have indicated in our BPS that the backbone of our economy is agriculture. view
  • 27 Feb 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker and the Leader of the Majority Party for the opportunity. First and foremost, I congratulate the Committee. You have done a wonderful job of collapsing several statutes into one roads Bill creating standards of roads in this country. This will help local and international contractors to do standard jobs in this country, establish standard bridges and even road shoulders, and ensure that we monitor how the roads are done before payments are made. Previously, we used an inspection unit at the Ministry of Public Works, which was not effective. Secondly, the Bill also gives ... view
  • 20 Feb 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I thank the Leader of the Majority Party for the two-minute opportunity. I will not say much. I support the adoption of the Sessional Paper. First, this will lead to fulfilling part of our claim in Kenya that Kenya is based on an agricultural economy. If we destroy the environment, then we are destroying the backbone of this country. The solution to this is to adequately finance the infrastructural development in the Ministry of Environment and Forestry to ensure that we engage the Kenya Forest Service in afforestation. We should even recruit the National ... view
  • 20 Feb 2018 in National Assembly: Resources on how to sort out the matter, but for the issue of the Mau Forest going forward, we need to look into it seriously. Lastly, there are laws. If you talk about creating a law on reforestation, there is a law that says that 0.3 per cent of any land must be covered under forest. There is a law existing to that effect. There is also a law saying that if you want to degazette any forest land, you must pass it in Parliament. Degazettement must go through Parliament. view
  • 14 Dec 2017 in National Assembly: Thank you, Hon. Speaker for the opportunity. I rise to request you to invoke Standing Order 42 (2), which states as follows: “If a message is received from the President, at a time when the House is not in session, the Speaker shall forthwith cause the message to be transmitted to every Member and shall report the message to the House on the day the House next sits.” The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 14 Dec 2017 in National Assembly: Hon. Speaker, the Standing Order is very clear that it is within your jurisdiction to look at the communication from the President. If it is a matter of national importance, you have powers to recall Parliament and we go on with the business as it deems fit to you. Let us not break the rules of procedure. Let us follow the Standing Order. I support the Motion as placed before the House. Let us follow the rules and procedure. Presidential appointments, in case we are going to approve the appoint Cabinet Secretaries and Principal Secretaries, is a weighty matter. If, ... view
  • 13 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to the Adjournment Motion regarding the state of the nation concerning the traffic road accidents. Hon. Temporary Deputy Speaker, I squarely blame the Kenya National Highways Authority (KeNHA) and the National Transport Safety Authority because of the following reasons: The design work of our roads, giving an example of my constituency, at a place called Chimoi Bridge is bad. The road has been designed to have four lanes but when you approach Chimoi Bridge, the lanes collapse into two at the bridge. What happens if you meet ... view
  • 13 Dec 2017 in National Assembly: traffic police. However, what happens in this country is that we are more advanced in corruption than any other African country. We do not implement our policies but we go for kickbacks. Here in Nairobi, as I happen to be taking whisky along Langata Road waiting to go to my house in Karen, I find a group of NTSA officials along Langata Road towards Karen after Bomas. Their mission is rent seeking activities and yet people are dying on the highways. What business does NTSA have in collecting small bribes in estates where somebody is driving a distance of less ... view
  • 30 Nov 2017 in National Assembly: On a point of order. Thank you, Hon. Speaker. I rise under Standing Order No.20 of the Third Edition to seek your indulgence through your leadership on how you can protect the implementation of this Standing Order. Hon. Speaker, under Standing Order No.20, in terms of the leadership of Minority Party and the Deputy Minority Party, Section (2) states that any existing coalition agreement entered into pursuant to the Political Parties Act must be respected and secondly, that there is need for gender balance. Hon. Speaker, pursuant to Standing Order 20(2), the Minority Party or the coalition parties in the ... view
  • 30 Nov 2017 in National Assembly: Amani National Congress (ANC) where I belong. And today, I have been elected the Parliamentary Committee Chairman of ANC, National Rainbow Coalition (NARC), Progressive Party of Kenya (PPK), Muungano Party and Chama Cha Uzalendo (CCU). Hon. Speaker, ANC has 14 Members of National Assembly and their interests have been totally disregarded. We have zero representation of the party leadership in this House. This is a blatant violation of the provision of Standing Order No.20 (2). This is shameful. Hon. Speaker, the Constitution of this country provides for gender balance. However, the list that was read here does not even recognise ... view
