Is the Senator for Kakamega whom I really respect in order to insinuate that Nominated Members of this House and especially ones with disability do not add any value to this House as he does when he represents Kakamega County? How many times did the Senator contribute on matters relating to disability when we had no representatives of persons with disabilities in Parliament? How many times did he advocate for the rights of persons with disabilities as an MP. Is he in order to mislead this House? view

  • 13 Oct 2015 in Senate: Mr. Speaker, Sir, I would like the Chairperson of the Committee on Labour and Social Welfare to clarify if he went further and found out why persons with disabilities have never received funds meant for them. This would help them deal with LPOs and other issues. As far as tenders are concerned, among the three groups, the most marginalised is persons with disabilities. I can remember that at one time I went to Maasai forest to investigate the Narok issue yet up to now we are still dilly-dallying. I know Sen. (Dr.) Khalwale, and this is not a matter that will be in their hands for more than one month. As I support the petition, I also reiterate that identification cards go hand in hand with voting cards. This has been a big issue in the Office of the Registrar of Persons because some officers tasked to issue identification cards are corrupt. There have been very many complaints about the officers in that office. For example, you will find identification cards meant for people living in Nairobi County in Mombasa County.
