  • 24 Nov 2015 in National Assembly: ensures minimal misuse of CDF funds. That is why there is no misuse in the CDF. There are no funds for spouses to do other things. There is no money for entertainment, travelling and aircraft charters. The CDF is used very well. Administrative expenses must not exceed 1 per cent. During the Committee of the whole House, we will amend that clause to ensure that administrative expenses are pegged to the budget submitted to the Board, and ensure that those expenses do not exceed 5 per cent of the total allocation. view

You can imagine Liberia, Sierra Leone, South Sudan and Sudan have already passed this law. If you asked any Kenyan whether Sudan could be having such a law, probably he or she would tell you “no” because the perception we have of Sudan is that it is quite restrictive in terms of access to information. Priscilla Nyokabi has rightly put it. We all come from counties. You will realise that as Members of Parliament, representatives of the people, very few of us access county budgets to know what is planned in the specific counties in terms of development projects and how much will be used. It has been confirmed through studies that provision of education to the citizenry provides the shortest exit from poverty. Most schools have survived without BOMs. Very few members of the BOMs have been left to make serious decisions relating to the education sector. In situations where you have members of BOMs who are not trustworthy, management of school has suffered.   • 18 Nov 2015 in National Assembly: Hon. Deputy Speaker, we need to be very careful with this definition as Members of Parliament. In most of the areas where we come from, the land on which most public institutions stand was donated by community members. Either an individual or a group of community members donated land. It has become very tricky just because you are a sponsor in the name of a church, you come and take that land and then you claim its ownership.
