  • 14 Apr 2015 in National Assembly: I will begin with this. I cannot understand who gave authority to the Inspector- General of Police, the Leader of the Majority in this House and the Cabinet Secretary, Maj-Gen. Nkaissery to board a flight to Garissa having left the Recce Squad in Nairobi as our children were being killed. We must be told the truth. The second question that we need to ask as leaders is this: Who is mis-advising the President of this country? The President is the Chairman of the Security Council. I can foresee sabotage within the Government to make sure that this terror continues. The ... view
  • 14 Apr 2015 in National Assembly: It is an embarrassment for a leader to wait for 147 students to die to tell us that he is going to tell us the sympathisers of the terrorists. You must be a terrorist yourself! I urge the Government, with immediate, effect to form a commission of inquiry and call security experts to sit down to fix the security of this country. If 147 students can die at an early stage of their lives, I assure you that we are going to see more if we do not act. view
  • 14 Apr 2015 in National Assembly: Finally, the Government must stop politicising terrorist attacks. People must take responsibility. The culprits must be jailed and we know them. That way, we are sure that this country is secure. I plead with the President not to listen to people who are playing to the political gallery. He should take charge and make sure that Kenya is secure. view

  • 2 Apr 2015 in National Assembly: Let me thank hon. ole Katoo for donating two minutes to me. I will be very brief. I want to register my thanks for the Presidential Address and say that it was a very good one. It actually sets the pace in terms of how Kenya should move forward. I like the statement where the President says that the state of the nation is strong. That statement is very loaded and I am actually very happy because he was able to tell Kenyans some of the areas where the economy is doing very well. However, I just wanted to say ... view
  • 2 Apr 2015 in National Assembly: important that strategies are put in place by those who are in charge of this area to make sure a majority of Kenyans can feel this growth wherever they live. I really support the President in the area of fighting corruption. For the first time in this country, we have seen a President who is leading from the front in terms of fighting corruption and it is important we support that move. However, even as we support the move, I humbly request Kenyans to make sure that we do not fight corruption on the basis of rumour-mongering. It will be ... view
  • 2 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. What we are saying is that using the word ―shall‖ might cause problems. There are different types of audits. Depending on the nature of the audit you are conducting, you might find that there is no need for performance audit. So, if you say ―shall‖ it means in addition to any other audit you will conduct you will still need to carry out a performance audit. We need to be a bit careful. view

  • 2 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I oppose this amendment basically because we are over-legislating. If the Auditor- General looks at the books and thinks that there is no need of looking at the whole procurement process--- Let us leave that at the discretion of the Auditor-General. We are saying that wherever he goes, he must to it. It might not be necessary for some institutions. view
