  • 11 Dec 2014 in National Assembly: Hon. Temporary Deputy Chairlady, with the explanation the Chair has given, it is right. When you say “Lodwar”, I was wondering whether the Chair would mind amending it to Turkana County Branch or something like that rather than just Lodwar. Lodwar is just a town. I do not know whether bringing the word “county” would have helped other than just basing it as a tribe. view

  • 4 Dec 2014 in National Assembly: Thank you, hon. Speaker for giving me the chance to make my contributions to this Motion. You are aware that I had proposed an amendment to this Motion and it went to the Budget and Appropriations Committee. I want to report that when we went to the Budget and Appropriations Committee it, in a democratic way, declined the amendment and I stand by that position. However, that does not mean that I changed my position in terms of my opinion to this Paper. I am a student of economics and there are some basic facts I want to put forward. ... view
  • 4 Dec 2014 in National Assembly: more opportunity you have to borrow, given that free cheque, the more the appetite to borrow. Therefore when you give Treasury this kind of free hand to borrow up to Kshs2.5 trillion, you are telling Treasury that you can borrow as much as you want. Therefore, it becomes an easier option to generate income for this country. If you read this Report and I want to quote page 6 on what our own Budget Office is saying, Section (5) says: “Borrowing needs not to be a panacea in the long run. There is need to look into the---- to a ... view
  • 4 Dec 2014 in National Assembly: How are they going to raise the rest of the money because that is not mentioned anywhere here? It could have been prudent to raise this figure to Kshs.1.8 trillion. If they need the ceiling to be improved, they will come to us; we do the same. I have my own doubts. Early this year, this House authorized Treasury to do the Eurobond. One of the serious arguments which came to this House was that, by raising that Kshs.170 billion, interest rates in this country were to go down. Getting that money to this country was supposed to improve money ... view
  • 4 Dec 2014 in National Assembly: and you are not likely to make profits. We also need to be careful because we might be saying ‘let us just increase’ without caring about those people who want to invest in Kenya and are foreigners. For them to do that we have to send the right signals. I am not opposed to getting more money, but I am not sure the money we want to borrow as a country will be put into the productive sector. If I am assured 100 per cent, I will support this but as I stand here to contribute, I have my doubts. ... view
  • 2 Dec 2014 in National Assembly: Thank you, hon. Speaker for giving me this chance. I just want to get your guidance on the proposed amendment on the issue of the ceiling for the national public debt. The reason I propose this amendment is basically because it never came to the Budget and Appropriations Committee. It was only dealt with by the Finance, Planning and Trade Committee. view
