Hon. Temporary Deputy Chairman, I rise to support this amendment and observe that I personally have been a beneficiary of the youth fund. I believe that one thing that helps the youth so much is not just the money, but the empowerment itself. I was a participant of the “Believe, Become” when the youth fund was launched in 2007. I believe that capacity building, as much as a few Members of Parliament may suspect that it may be going to the wrong pockets, helps in empowering the youth. Hon. Deputy Speaker, I rise under Standing Order No.43 regarding a Communication from the Chair about Statements. I am worried by the trend of the Chairman of the Committee of referring hon. Members to the Committee, telling some of them to go there on Tuesday and others on Thursday whereas there is a very clear Communication from the Chair on how Statements should be brought here, so that we can interrogate them and ask supplementary questions. So, I kindly seek your guidance on this matter.

Hon. Deputy Speaker, the Speaker gave a Communication to the effect that Statements on matters of national agenda, like security and the rest, should be brought to the Floor of the House by either the Leader of the Majority Party or the Chairpersons of the respective Committees. However, contrary to that Communication, the Chairman of the Committee on Security and Administration has directed very many hon. Members to go and sort out their matters in the Committee sittings. So, I am seeking your intervention to cut this trend.
