Mr. Deputy Speaker, Sir, these two positions were filled on a temporary basis. We are aware of the work that Sen. (Dr.) Khalwale is doing in this House. He is a brilliant brain. In fact, the CORD coalition is already considering giving him an extra important committee where he can contribute. But even without being in those committees, he is able to articulate issues on the Floor. So, I support the names and ask the House to support the replacements because these were on a temporary basis. Thank you, Mr. Deputy Speaker, Sir.

Mr. Temporary Speaker, Sir, I wish to support this Motion. This Motion is very important because it touches on the health of our people. Kenya has a growing population and we need proper legislation in place to ensure that proper dump sites, garbage collection and harmful wastes is attended to unlike what we see around us. In the past when the Nairobi City Council was being manned by the Mayor, the City was very clean and you could see that no rubbish was thrown anywhere. She is asking for two things; one, she is urging the National Government to reduce the interest rates charged to farmers by the Agricultural Finance Corporation (AFC) and, also, to abolish the penalties imposed on loan defaulters.
