  • 31 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir. The killing in Bungoma is a very big concern. We have raised queries about this and the Government has said it has been investigating. However, it is now over three or four months, since these killings have been going on and no arrests have ever been made. Who is behind all these killings? If someone thinks it is political, why have those people not been brought to book, taken to court and charged? view

I stand to support the report of the Committee on the Turkana County Estimates that were altered and this was brought to the attention of the Controller of Budget. This report was submitted to the Finance, Commerce and Economic Affairs Committee and we looked at it. During our visits to the counties, we found out that counties were facing many challenges. One of the challenges was lack of capacity. Most counties do not understand how to prepare budgets. Turkana County, therefore, is not unique. We found many culprits. I just want to commend him for bringing it up. One of the points that have really touched me is the fact that the fibre optic cable can be connected to hospitals so that you can have someone in Turkana operated from Nairobi through video conferencing. I would also like to thank our President, Uhuru Kenyatta, and the Opposition leaders led by hon. Raila, hon. Wetangula and hon. Mudavadi for joining hands in condemning this act of terrorism. view
