  • 25 Aug 2011 in National Assembly: That is where the question is. I would have really stuck on the managerial level. view
  • 25 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I think the intention was good, but since we are still maintaining the staff, it will not be necessary--- In any case, it is only the five people who are going and it does not mean that without them things cannot run or that files will be burnt. view
  • 25 Aug 2011 in National Assembly: I oppose. view
  • 24 Aug 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. They say experience is the best teacher. I want to refer to Clause 32 which reads as follows:- “A person qualifies to be nominated by a political party for presidential, parliamentary and county elections for the purposes of Article 97, 98, 137, 177 and 180 of the Constitution if that person- (a) has been a member of that political party for at least three months preceding the date of the nomination.” Mr. Temporary Deputy Speaker, Sir, when ODM defected from ODM Kenya, they did it at the last minute. If this law was ... view
  • 24 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am surprised that he is trying to correct me. I thought he had read Article 260 of the Constitution which very clearly states that a public officer includes a Member of Parliament. I will take you there; I do not want to waste time. That is Article 260. Mr. Temporary Deputy Speaker, Sir, another article, which is very interesting, is that you want to tell us that under (d) use of public resources to initiate new development projects in any constituency, or county, three months before an election is not allowed. Kenyans have done ... view
  • 24 Aug 2011 in National Assembly: I support with a lot of reservations. view
  • 23 Aug 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- (a) why construction work on Matuu market has not started; and, (b) when the work will start and be completed. view
  • 23 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, indeed, the contractor came to site only last week. Why would it take 18 months to construct a market, while a normal building takes 18 months? That is a market basically with a slab and roof with no fittings, walls or finishes. view
  • 23 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, the first time the contractor moved to the site at Matuu Market, he was there for not more than one week. I assume that the Assistant Minister went to look for the contractor when this Question was filed. Could he give an undertaking that the works will continue until the construction is completed as opposed to the contractor being on and off the site? view
  • 23 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Minister to mislead the House while his colleague, barely a week ago, stood in the House and said that he has been frustrated as the Minister for Justice, National Cohesion and Constitutional Affairs by the same Government? In the words of the Minister, the Government was not willing to implement the Constitution. So, is the Minister in order to mislead the House that it is the issue of the process while it is lack of commitment by the same Government? view
