Mr. Chairman, Sir, there was, obviously, good contribution out there and, maybe, good reasoning, but that reasoning was not available when it was required in debate. Madam Temporary Deputy Chairlady, I oppose. I do not intend to discuss anybody but from experience, we know that those who are against forming coalitions before elections are the same people who, when they wanted to remove KANU from power, it was very convenient to form coalitions before elections. Now that they are almost in State House, they do not find it convenient.

Madam Temporary Deputy Chairlady, it is unfortunate that the party he belongs to was actually in a coalition before the last elections. So, the issue is: Why would one deny somebody’s right to form a coalition before an election because it is not convenient? Now that it is inconvenient for you, then you are saying you cannot allow coalitions before elections. So, I oppose.

The purpose is the notification to the Registrar about the quitting of the party. A member should also have a right to inform the Registrar that he is quitting a party rather than leaving it to the House of Parliament or county assembly.

On a point of order, Mr. Deputy Speaker, Sir. If you do recall, before the House went on recess, the Chair ruled that the names which were being investigated by the Government regarding pyramid schemes be brought to the House. I believe that you have given the Government enough time to bring the names of all the pyramid schemes and owners who are being investigated by the Government, for tabling in the House. So, I would like to know when the Deputy Prime Minister and Minister for Finance will bring those names.

On a point of order, Mr. Deputy Speaker, Sir. I think the Office of the Deputy Prime Minister and Ministry of Finance is trying to run away from this matter of pyramid schemes. What the Minister promised the House was that he would table the names of the pyramid schemes and directors who were being investigated by the Government.
