  • 14 Jun 2011 in National Assembly: My question to the Assistant Minister is: If she goes to Thika town, she will realize that raw sewage flows into Athi River; what immediate measures are, you, as a Government, not even as Ministry, taking to ensure that there is no raw sewage flowing into Athi River, in the first place? view
  • 14 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order, because we have been raising this matter on very many occasions, not to table the report by the Government Chemist on the results of this river? This report was requested more than three months ago. The last ruling was that when the Assistant Minister comes to answer this Question, she should table the Government Chemist’s report on the pollution of this river. Is the Assistant Minister in order to mislead this House? view
  • 14 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Every time we come here to ask for a Government Chemist’s report, the Government refuses to produce one. So, we bothered to get one ourselves and the report says as follows. The remarks and the conclusion say: “The water is grossly polluted with organic matter and not suitable for consumption.” Mr. Deputy Speaker, Sir, is the Government in order to continually refuse to accept that the water in Athi River is polluted? Is it also in order for the Government to continually refuse to table a report on the same? I ... view

  • 7 Jun 2011 in National Assembly: Mr. Speaker, Sir, the issue is that the Government has been paying rates for land that it is not occupying. The entire parcel is 86 acres. What you are occupying is 7.5 acres where there are maisonettes. You are buying another 13 acres which will total to 20 acres. The Council is demanding from you Kshs271 million for the entire plot. Previously, you have been paying rates for the entire plot. What will the Government pay for the portion that it occupies? view

  • 7 Jun 2011 in National Assembly: (a) whether she is aware that the number of students pursuing Doctor of Philosophy degrees (PhDs) and Masters degrees in the University of Nairobi has declined due to frustration by and/or the unavailability of supervisors and examiners due to “moonlighting” in other universities and institutions of higher learning; and, (b) whether she could provide a list of the number of Doctor of Philosophy degrees (PhD) awarded by the University of Nairobi from the year 2000 to-date; and, (c) whether she could provide a list of duly registered PhD and Masters degree students whose due dates have elapsed but have not ... view
  • 31 May 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to mislead the House that the Government has not been paying rates while there is a letter here from the Nairobi City Council confirming that the Government has been paying rates on a private piece of land which is not owned by the Government? I will read it to the Assistant Minister before I table it! It says:- “Take notice that since 1998 the land rates for the above plot have been remitted to the City Council of Nairobi by the Government of Kenya ... view
  • 31 May 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to purport that the Government is very keen when it comes to abuse of spouses, when only the other day we saw an ambassador of a country in West Africa who thrashed his wife properly, yet we never saw this Government demand that he be recalled by his country? We never saw any statement! The only statement we saw from the Government was that diplomats enjoy diplomatic immunity. view
  • 31 May 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. A similar Question on pollution, in the same river, was here barely a month ago and you directed that the Assistant Minister tables the report from the Government Chemist on the pollution level in that river. So, I would wish that when he is answering the Question, he could also table the report on the same river. view
